Terraform Workspaces vs Directories for Environments
Terraform workspaces provide separate state instances for one configuration. Directories can provide separate configurations, backends, variables, and review boundaries. Neither is universally better: the right choice depends on how different your environments are, who operates them, and how much isolation a production change needs.

A workspace gives a configuration a different state instance. This can be practical for small, similarly shaped environments where the same code and backend pattern apply. The resource addresses stay the same while state values are distinct per workspace.
A workspace does not automatically change cloud credentials, account, subscription, region, backend access, or approval rules. If those boundaries matter, make them explicit in provider configuration, backend setup, CI variables, and deployment policy.
Directories make differences visible
Environment-specific directories can call shared modules while declaring their own provider context, variables, backend, and policies. This makes a production boundary easy to see in a pull request and can suit environments that intentionally differ in scale, networking, or governance.
The cost is duplication if every directory copies the same resources. Put stable patterns in a module and keep each environment directory focused on the values and services that genuinely differ.
Choose isolation based on risk
For an individual training project, workspaces can be a useful way to learn state isolation. For a production system, ask whether an accidental command, a mistaken variable, or overly broad credentials could affect the wrong environment. If the answer is yes, stronger separation is warranted.
A good design makes the target obvious before plan and apply: the cloud account or subscription, region, workspace or directory, backend, and change request should all agree. A plan that looks reasonable in the wrong environment is still a failure.
